Board Candidate Biographies

Each year WAGISA elects one-half of their WAGISA Board members at its annual conference.  This year again will be done online via our WAGISA Website and open on May 18th and will close at 11:45am on May 21st, 2026.  Voting is open to all WAGISA members.

Listed below are the WAGISA Board Candidate’s by position along with a short bio, a statement as to why the candidate wishes to serve or continue serving on our WAGISA Board and their photo.  Our standard elected term is for two years.

Position:  Treasurer

Max Mousseau - City of Des Moines

Candidate Statement: I would like to serve as the Treasure for WAGISA to be able to give back to the organization that has done so much for me. I want to use the tools and systems we already have in place, and cared for by our current treasurer, to continue keeping track of WAGISA's finances. In addition, I want to find areas where I may be able to make our current system more efficient in bookkeeping and disseminating this information to the members of the Board.

BioMax Mousseau is the GIS Administrator for the City of Des Moines and strives to find ways to practice the idea of learn, do, teach. Having been born and raised in, and completing his undergraduate and master’s degree the Pacific Northwest, he continues to be proud to call the area home. Outside of work, house projects, and fulfilling his duties as a Board member for WAGISA and chair for its WGGL group, he enjoys various hobbies including flying, fabricating, spending time with his colleagues and closest friends, bird hunting with his dog, and, mostly, travelling far and wide with his wife


Position:  Board Member At-Large

Jude Restis -  onX Maps

Candidate Statement: I am running for an at-large position on the board because I have been consistently impressed by the caliber of WAGISA’s members. The level of support the organization provides and the way members support one another, has been especially impactful for me.

Attending my first conference last year, I immediately felt welcomed and left energized by the community and its mission. Since then, I have enjoyed participating in YP-SIG activities and supporting the marketing team.

I bring a strong foundation in project management fundamentals, along with experience in business operations. I am particularly motivated to leverage my project management expertise alongside my GIS background to contribute meaningful value. As a board member, I hope to strengthen connections across committees and help drive the success of future initiatives, including the 2027 conference.

Bio: Jude works at onX Maps as a member of the data operations team, supporting off-road and backcountry mapping products. Prior to joining onX, he worked in supply chain project management, where he developed a strong foundation in operational efficiency and cross-functional coordination.

He holds a degree in Geography from Central Washington University, a GIS certificate from the University of Washington, and a Graduate Certificate in Lean and Agile Principles from Georgetown University.

Jude joined WAGISA following the 2025 conference and has since been a member of the YP-SIG and marketing team. This year, he led the marketing design team in preparing for the conference.

Position:  Board Member At-Large

Ken Charm - Aqualis

Candidate Statement With Aqualis’s support, Ken is eager to connect with GIS professionals and strengthen support for those who do not have GIS colleagues in their workplace. He believes the community is strongest when asking for help is welcomed and encouraged. Through WAGISA, Ken hopes to collaborate with others to help make what he is calling “The Imposium” a reality—a space dedicated to sharing knowledge, solving problems, and learning together. A place where participants know that imposing isn’t just acceptable, it’s encouraged.

Bio: Ken Charm began his GIS journey in 2022 through the UW Seattle GIS Certificate Program. Blending his scientific background with a newly discovered creative perspective, he quickly became engaged in the GIS community. He presented his capstone project for a Dick Thomas Award at the 2023 WAGISA Conference. He chaired the poster committee in both 2023 and 2024. He also served as a Dick Thomas Award judge in 2024.

In 2025, Ken joined Aqualis (Edmonds, WA) as a project coordinator and helped expand the organization’s use of GIS, despite it not being part of his original job description. He invested personal time to attend WAGIS and volunteer as a moderator to strengthen his skills and bring additional value to Aqualis. Over the past year, he has demonstrated GIS’s impact for his colleagues, and Aqualis now actively supports his continued professional development and involvement with WAGISA and the broader GIS community.


Position:  Board Member At-Large

Kevin Le - Department of Labor & Industries

Candidate Statement: 

I want to continue my service as a Board Member At-Large because I know that I have not yet reached the upper limits of my contributions to WAGISA. I am vested in supporting those early in their GIS careers and want to continue growing that community, especially supporting members from underrrepresented and marginalized communities. I know I may not change the world, but I want to help WAGISA continue to grow and bring in these diverse perspectives.

Bio: Kevin is currently an Equity Researcher for the Department of Labor & Industries and works to incorporate GIS into the realm of occupational safety & health research. He earned his MS in GIS from the University of Southern California, with his Thesis assessing suitable locations in Tacoma for medium density housing. He has volunteered with WAGISA for about 1.5 years, working with the Young Professionals, Summit Scoop, Marketing, and Conference Planning Committees in various capacities. Early in 2026, he stepped up to fill a vacant At-Large role on WAGISA's Board.

Outside of WAGISA, Kevin also volunteers with the Tacoma Community House, supporting recent immigrants and refugees in practicing speaking English and adjusting to life in the United States. He has also contributed to The Urbanist blog, reporting on housing and transportation developments in the South Sound.

Michelle Totman - The Tulalip Tribes

Candidate Statement: Thank you for taking the time to consider me for a position on the WAGISA Board. I am excited by the opportunity to bring the tribal perspective into WAGISA. This past year, I challenged the WAGISA Board to consider how tribal GIS leaders fit into the structure of the organization with special consideration for the unique relationship tribes have with Federal, State, and local governments. If elected, I will work with the other members of the board to continue this discussion. On a broader scale, I want to make sure that every member of WAGISA feels confident and comfortable getting involved. To this end, I want to focus on making sure that everyone is able to find a space where they can engage and find support from their peers throughout the year.

Bio: Michelle Totman has been the 'GIS Guru' for the Natural Resources Department of The Tulalip Tribes for the past 12 years. She is passionate about using GIS and technology to promote data-driven decisions and actions to protect and preserve our natural resources. Over time, her role has expanded from GIS exclusive to helping the various programs in the department develop comprehensive workflows that integrate data collection, data management, and analysis. When not at work, Michelle enjoys spending time outside with her dog. Their newest hobby is hunting truffles (the mushroom, not the chocolate).
